calling the play on intent leaves the door too wide open for subjectivity. let's say the qb turns to hand the ball off to a running back but trips when the ball is snapped and falls on the ball. would you call that a run for the RB because that's what was supposed to happen even though he never touched the ball or a sack because that's what did happen? every person will expect a different outcome and be upset when it's not the one they want. what about plays when the qb drops back to pass and can't find a receiver. he takes off running and gets a first down. if all the receivers are downfield, should we call it pass long, just pass because he didn't throw it, or a run? if we call pass, everyone who called run will be asking why they got cheated out of first down bonus points. calling the actual outcome eliminates all this gray area which intent creates. hope this helps clarify it more, we called intent the first season here and these types of situations elicited a change in the rules to help us be more consistent in our delivery.
